A: It doesn't appear that it does. I would imagine that the elastic straps are intended to keep it stationary during travel. Not sure why you'd need it to lay flat in the case. More points of contact would seem to open up the back of the screen to unnecessary abrasion risk. If you needed to replace a couple of scuffed (?) Joy-Con, it would be much cheaper than a new screen unit. At least that's my take.
A: Yes, it is a hard case. However, it is hard to recommend this case because there is an inch of empty space on each side of the system when place in the case. This allows for a ton of wiggle room with the system and is very annoying.
