Q: Would this work well with Windows 10 for Cortana?
A: I haven't tried specifically with Cortana but it works perfectly with the online tutorials and the webcasts i do.
A: Yes, this should provide a definite improvement over your laptop mic. Note that since it is omnidirectional, it will pick up keyboard clicks. Also make sure you select it as the mic source under Sound > Recording if it isn't selected automatically. Since it sounds like you want to record you and not a whole room - should work well.
