While not 100% sure, I have seen listings of desk lamps that could not be legally sold in CA because they didn't have a required electrical 'efficiency' rating. Sure it varies by device, but that would be the reason, though I don't know the specific requirements. Second guess is the refrigerant used doesn't meet some CA requirement. Similar rules for internal combustion engines (CARB) and such as well.
