• No, wifi first, but if the network you connect to (Example Joe's coffee shop) doesn't have connectivity it may switch. To be really safe turn cell data connection off. Also on iPhones you have control of which apps can use cell data.

• Straight answer...NO If you are on/using a Wifi network, you are only using data from that network. The only time you will use data from the card (Verizon) is if you are using Mobile Data supplied by your carrier. So as long as you use Wifi, you can save your data allotment for the month and only use mobile data when not around an available Wifi network. Hope this helps you.
