• Yes it will work with the Microsoft Surface 3. You will need a mini-display to HDMI adapter and a mini-HDMI to HDMI cable to connect to the P2A.

• Yes. Both needs to connect to same Wi-Fi. Microsoft Surface has to be on Windows 10. Then you can use Mirroring feature. No cable needed.
