No…you have to do it buy yourself. I use this drive as my primary storage in my pc and I installed windows with the help of a m.2 to usb enclosure. YouTube might help you.

No, any sort of storage device never comes with windows installed, you will need to install windows with windows media creation tool through a USB flash drive and then plug it into the PC you want to install windows on
