“I have owned this PC for a few months, assuming that it had a 700 watt power supply. I just read now that it has a 450watt?? isn't that less power than what a 1070GTX GPu requires? Why such a small PS? and would it need to be upgraded with a 2nd GPU?”

no You can go to evga site and they have a power tool to see what kind of psu you would need with what they only rec a 500 watt remember new stuff takes less energy. I already asked and it can handle a 1080ti so the new 11xx series you will be just fine remember newer stuff takes less watts volts and in return less of a power bill
