Yes, this will work as long as your Roku TV has an AUX audio Output. That would connect to the device, then you would transmit Bluetooth audio to your BT headphones or to a BT speaker. If your TV has optical jacks, then you might be best looking at the Aluratek ABCD54F, the ABC02F, or the ABC53F. Most new TVs are using Optical vs AUX Analog jacks.

the blue tooth transmitter will work if your Roku has an 3.5mm earphone jack, or RCA audio out jacks. I don't know about the blue tooth receiver.
