will this item connect to a non smart tv? null

Note: I answered this question previously stating "Yes", this adapter will work on a not-smart tv. And it does.... in order to RECEIVE a signal from some other device (like a smart phone). Be aware though, if you are trying to transmit (eg) your tv's sound to a bluetooth speaker, this is NOT what you want. Look, instead, for a Bluetooth transmitter.

Yes, mine works that way; on an old, not-smart tv.
