No. It is purely a client decide. It can control third party devices connected via hdmi in through Alexa but it is a pure client.

Hi Bob! Unfortunately the Amazon Fire TV Cube cannot be used as a Wireless Access-Point, but it does have an Ethernet port if you need to or would like to connect it directly to your modem.
