I am unsure of what you mean by allowing a second TV unless you mean will it be able to be moved from TV to TV. You can unplug it from one TV and plug it in to another TV at any time to use as long as both TVs have an available HDMI port and power outlet nearby for the Fire Stick. Once it is set up, it will work the same on both TVs separately. In order to be able to view content simultaneously on 2 different TVs, you will need to have a Fire Stick plugged into each TV.
