Yes, you have to pay for Netflix and Hulu but, with them both, you get to watch what you want when you want and, with Netflix, without commercials. You don't need a Smart TV to use FireStick but you need to have a USB slot on a TV to plug it in. I have a Smart TV and I can watch Netflix and Hulu without a FireStick but I cut the cord with Comcast by signing up with SlingTV and getting all the channels I want without paying alot with Comcast. I need a FireStick to get SlingTV and its easier to watch Prime. Well worth the $40.
