Yes, all purchases are available in the Kindle Cloud. You should be able to add most books you have purchased to your new device. Some books do have a limit on how many devices they can be downloaded to simultaneously. If this is the case you can remotely remove them from your broken Kindle using your account online as long as it is still registered. For a broken Kindle, I would remove all items just to be safe.
