No it wont bottleneck rx570. In fact the rx 570 will bottleneck the cpu. And that motherboard works with Matisse series [this cpu] but you will have to update the bios.

As far as the motherboard you will want to check that it supports Ryzen gen 3 out of the box. Otherwise, the motherboard may require a bios update with an older gen CPU. Check out PC part picker to ensure these components are compatible. Hope this helps! *Personal preference on the GPU, but I'd save for a 5700XT. But if the 570 is going to be good enough for what you're looking to do, go with it!
