Yes, of course. USB-C is regulating, so will always be able to do less than the maximum charge in line with the communication received from charging port on target device.

You would put the power bank in "trickle" mode when charging low power devices such as Bluetooth earbuds by long pressing the power button for 2 sec and one green light will appear. :)
