His answer: hackers often use stolen CC numbers to buy gift cards for resale on the black market. Therefore, the website won't take CC purchases for gift cards over the internet.

They said the intent is to consume all store credit added via iTunes cards before charging another card. If you are talking about multiple iTunes cards I believe you have to add them to your account and they look at it as a single pot of credit. If you are talking about a credit card, call them and they should fix it.
