All Apple iPad products have built-in Wi-Fi ability. This means that you can connect to the internet if you have a wireless internet connection available. For instance, if you have internet access at home and have wireless capabilities, then you can connect to the internet at home. Additionally, it is becoming common practice for restaurants, coffee shops, and retail shops to have free Wi-Fi access which would allow you to access the internet using your iPad.

As long as you have an available open WiFi connection at home/work/Starbucks/wherever, you can pretty much do anything most people would want to do with an iPad. This credit is used primarily for purchasing media/applications via Apple's App Store. Even then, the most popular apps are completely free and subsist off of advertising/data.
