• The Mac book I’m sure it could but I don’t think it’d work with that phone, that’d be a different charger

• I can’t vouch for the 2017 (I have the 2019), but the connectors are USB C— not thunderbolt. If you have two USB C ports side by side on your MacBook you should be fine.
