No, this is not the right cable because iPhone XR still need a Lightning cable to charge. Look for a Lightning-to-USB-C cable, so the Lightning end goes to your iPhone and the USB-C end goes to the 2020 Jetta that you stated has a USB-C port. The cable that came with your iPhone XR is Lightning-to-USB which is why that cable doesn't work on the USB-C port in your 2020 Jetta.
