I’m not sure with the ipad, but it works with iphone x. This cable works with iphones 6 to 11pro max. I’m currently using it with my iphones 8, 11pro and 11pro max. Used to charge my iphone 6s with it too.

Yes. It works for all the devices that thI shorter lightening cord does. The reason it says most is because not all devices use the lightening port (macs, Apple TV, Apple Watch, etc).

Yes this works with my iPhone XR. I was told that they are compatible with iPhone X, iPhone XR and the new iPads.
