It pings its location from WiFi, precise location bounces off other AirTags. It uses “Find my __” to locate your items.

The airtag is compatible with any phone that can run iOS 14.5 (so essentially any iPhone 6s or newer) the thing though is that you wont have precision tracking which helps direct you towards the airtag as far as 70ft away, so yes your phone is compatible with the airtag.
