No... Someone was trying to do this (for another country), while I was upgrading my online. Best Buy is not allowed to sell a phone outright, without connecting the phone to a plan.

Sorry, there was a problem. Please try again later.These phones are universal, not unlocked. They will work with an USA based carrier but will lock to it as soon as the first SIM card is inserted. It is then up to that carrier to unlock the phone. If you want an factory unlocked iPhone, they should be purchased directly through apple.
