AT&T, Verizon, TMobile, Sprint, Main carriers = Yes its Locked by brand as default.. Consumer Cellular ( 3rd party) after 6mths you can get it unlocked as per customer service support. Cant speak for any other carriers.

We paid off our phones and unlocked them before traveling to Europe in 2017, so we could use Orange SIM cards. If you are purchasing the phone outright, I would buy it unlocked, so you don't have this problem. It is difficult to get a carrier to unlock a cell phone, but by law, after it is paid off, it's your phone and they have to.
