Yes it’s ”locked” to T-Mobile so it can be used right away on the carrier but after a few months you can request to have the device unlocked so you can use it on any carrier universally. That’s what it means to be unlocked and locked it’s just either you can use it somewhere else after. If you buy from retailers they make them network specific so you can easily swap or take advantage of the carrier new line promo but buying them outside of the carrier upfront can make them easily unlocked for other carriers. Now to allow your device to allow unknown sources aka jail breaking is found in android devices as a one click thing but with Apple you have to individually pick permissions for each app that you want capable of downloading unknown sources.
