• Yes, it just needs to be an unlocked version from Apple directly if you’re using carriers that aren’t US based.

• Any phone can be used overseas, but ill assume you mean your data. But every phone differs in that department. You may be able to receive and place calls only, or texts only, or nothing at all. I recommend finding a source of wifi if you're taking an overseas trip.
