From my experience you either have to be performing an upgrade through the service provider (in my case it was T-Mobile). They simply had me sign into my account and then I just picked up my phone and it was all set and linked to my phone number and acount. You can also buy the phone as a new customer, but this does mean you need to enter a new phone plan with the service provider unfortunately. As of right now Best Buy doesn't sell the unlocked version unfortunately. Hope this answers your question!
