• Devices that you purchase from Verizon or retail are locked for 60 days after purchase I believe it doesn't matter if is pay in full or not Verizon don't lock there phones. your welcome!

• NO. Best Buy does not sell unlocked phones, you currently have to buy them directly from Apple either at an Apple store or on the web site. The delivery date is October 7th right now (on 9/21)
