No, in order to purchase unlocked you have to go directly through Apple.

It should only be locked with a carrier when it is on a contract with them for a line, I think. Otherwise on what basis do they lock it? I thought I understood that you can have more than one line or carrier on this internal sim. This is really the thing that is putting me off the 14. It should be clarified what this new sim is about. Sorry, but this is so frustrating.
