As far as I'm aware, you have to get it carrier connected. The one place to get it completely unlocked and not get it upgraded through a carrier is your local Apple Store. As far as when you can get it, it is depending on when you place your order since delivery dates and availability for the phone can vary. The phones themselves are typically available the first day its released (if you secured the phone) on October 22nd. But again, it just depends on the availability for the device.
