The iPhone 15 are not available unlocked through Best Buy currently

These are not unlocked. They will be locked to VZW or ATT based on their stipulations. Best Buy only sells iPhone 13 and prior models as unlocked.

I’ve purchased several iPhones on Verizon they’re factory unlocked until you stop paying for it. Or switch without paying it off.
