• Phone will come working with the carrier it is associated with. They will not come unlocked unless they specify "Unlocked" instead of a particular carrier in the name of the device.

• It will still only be for AT&T. You simply won't be stipulated to a contract because you've paid full price for the phone.

• I bought mine for full price. It comes non activated. However it is still locked to att. They later unlocked it for me.
