what is exactly a replacement device? on all iphone 6(whether AT&T or Sprint or Verizon) pricing options i see the option to buy the phone outright like for $799.99 in Verizon's case but is the phone in that case unlocked or locked to the carrier. Thank you

Phone is not unlocked until you call up your provider and ask for it to be unlocked they will most likely charge a fee.

I brought a iphone 6 price outright for Verizon and is not unlocked. unless it stated unlocked.

Generally speaking, if YOU pay the full price of the phone, it is yours and you have the unlock code. If you purchase a subsidized phone (e.g. part of a contract discount, the phone will be locked and the provider retains the code until you have paid for the phone (fulfilled the contract)
