On-phone storage will be high, but if you back your phone up to the cloud, you'll still need to buy more cloud storage from Apple...So, there is a strategy behind them selling more on-phone memory; selling more cloud storage!

Yes. gb = Gigabytes which is the measurement of storage capacity in computers. If you use any Apple features beyond talking and texting on an iPhone and will keep your iPhone a long time, get the highest storage. Also, if you are in locations with no WiFi or cell service and you always need to download content to your phone vs. streaming it, bigger storage is better. Keep in mind, you will probably have to buy an Apple storage plan to be able to backup content - costs range from $3.00 - $ 10.00 a month.
