Apple sells the iPhones to Best Buy for the same price they sell them in an Apple Store for. Best Buy makes money on the purchase in the form of a kick back from the carrier, and thus in order to make money on an unlocked device they must increase the price otherwise they're not making any profit and they are after all a for-profit business.
