Best Buy’s iPhones are Universal Carrier Devices: they have one SKU that will activate on multiple networks. You can use Best Buy and Visa gift cards if you are purchasing the phone outright, and insterting your SIM afterwards: if you want to activate it as an ATT iPhone, you also have the option of requesting a Voluntary down payment (if the amount of your gift cards do not meet the value of the phone). The remainder of the value of the phone is then financed on your ATT bill, over the period of either 24 or 30 months, at your request.
