• my experience as I bought for a gift that was 2 months out, yes it is activated at time of delivery and you are getting charged. If you are looking to get this and not give it to someone at a later date, yes you will be charged and it will be activated

• as soon as you give them a phone number it will be activated you can't just hold onto the phone unless you pay retail price for it then you can hold onto it as long as you want
