• Verizon phones come unlocked if im not mistaken. At least all my iphones I bought from Verizon I have been able to use out of the country.

• Yes it can be used and slso remember it has a dual sim so you can have 2 different numbers on this iphone from 2 different carriers. Just make sure the iphone is unlock when buying it from verizon.
