• The phone will be locked until you pay off the phone and have the server unlock it.

• With ATT, if you're paying the monthly fee to that carrier that phone is locked until you pay off the phone. Once paid off they will send you a notification for you to request unlocking the phone. Not sure if this procedure will continue in the future.
