• It depends. Your iPad would have to be running iPad OS 13.1 and the hard drive would have to have it's own power source. You're better off buying the Lightning To USB3 Camera Adapter - Apple Part # MK0W2AM/A.

• No you cannot. Unfortunately it will give you an error stating it lacks power to operate the device even with the iPadOS 13 update.
