Yes you can. Go to settings then general then scroll down to trackpad and turn on “tap to click”

No, iPadOS doesn’t currently support that feature, but watch for OS updates from Apple because there is a chance they will add the necessary software in one of the next few releases. The iPad and keyboard hardware are certainly able to support it.
