No. The right side will only charge an Apple Watch.

You can charge them both, but not at the same time. Only the big circular space can charge the phones and AirPods.

You can only charge the iphone and airpods on one side. The second side is only for the Apple Watch.

I purchased the duo charger then realized the smaller pad was for a watch only. You can not charge a phone and AirPods at the same time. I needed to go to Apple’s support pages for this information. This feature should be plainly available in the specification, description, and feature sections of the product. I returned the charger.

If your ear buds have a wireless charging case, yes. The charger will work as a standard QI charger. I have used it to charge my AirPods Pro. If you don't have a watch though, you may want to just go with the Apple MagSafe iPhone charger.
