• Andy, Let me try to understand what you're trying to do. You have mobile service on your ipad, and you want to Hotspot your laptop so you can use internet. Is that correct? Well if you are using Hotspot , that is a wireless feature. You would not need Ethernet. Ethernet is for hardwire into a router, or hub. What exactly are you attempting to do? You shouldn't need to have a VPN.

• If i understand your issue correctly, you are having an issue with internet on your computer, and would like to use the iPad as a hotspot? If your iPad has a wireless chip activated (ex Verioz, AT&T), then you should be able to turn on hotspot in the setting menu > cellular hotspot (enable bluetooth and wifi). After this connect your iPad to the computer with a regular USB cord, and the computer should recognize the iPad. Hope this helped!
