Yes, you can use it with a thunderbolt 3. Thunderbolt 3 is not just for charging it is for connecting devices with the added feature that if it is a chargeable device it will do that also. If not a chargeable device that feature is just not used. I have 2 plugged into my 2 iMAC M1 USB 3 ports to power my USB A CD drive and my USB A hub for my SD card reader.
