“On my other ASUS PC's and laptops I was able to control if RGB would be on or off while in shut down and sleep mode, with armory or bios. I can't seem to get it to work in this case... Can this PC have lighting running while shut down? If so, how?”

Yes, you can control the RGB lights on this PC using the Armoury Crate utility software. Install the latest version of Armoury Crate to access the Aura Sync utility.
