I am answering my own question. I have a go phone with an old plan that allows 10 cents per minute. I activated a new phone and there was no 10 cent plan available only 25 cents per minute so the card is only good for 100 minutes.

As far as I understand, yes, the $25 Card for Go Phone allows 250 minutes during the month that the card is active
