No you would follow the instructions and activate the sim yourself via phone or internet/at&t prepaid website

Please try again later.You will have to activate the SIM Card and your phone through your mobile carrier by reading the numbers located on the SIM card, along with your phone’s IMEI number. You will need to choose a plan with your mobile carrier and then pay for that plan. Once they activate it, you will receive your new phone number unless your carrier allows you to keep your previous phone number.
