“Will this work on a Google pixel phone to have the tv as a secondary screen for mobile apps, games,and video or will there be another part that is needed to do that. And if not is there another product that does so without using WiFi to do all this?”

Hi Tony357. If your phone has a video-enabled USB-C port, then it should work with the Belkin AVC002 to mirror the display to a monitor.
