Electrical power is associated with two things: voltage and current. USB ports have a fixed voltage of 5 volts, and this does not change from device to device, but some devices draw more current than others. The power supply for this hub will likely supply more current (and thus power) to devices that might not otherwise work. Keep in mind that the port is being shared with four additional devices, and each device might require additional current.
