“what does it mean by 25 mi op range? Does that mean it will not work outside of the 25 mile range?”

Its maximum range is 25 miles and varies depending on the speed, terrain (uphill uses more juice), weight of the use.

Operating Range is the maximum range you can use the scooter before the device needs to be recharged. There are no restrictions or "de-rate" on when/where you may use your purchased scooter; that is only a phenomenon with RENTAL scooters owned by Bird. Keep in mind, there are certain places you will have restrictions on where/how you may ride. It is YOUR responsibility to know those laws since your purchased scooter will NOT de-rate/turn off like the RENTAL scooters will!
