• Yes an owner can swap out the belt. It's a couple of Phillips head screws that hold the bottom plate on. Pretty much the same as any other upright vacuum.

• Yes. The owner can change out the belt without a lot of hassle. Having said that, I would suggest watching the instructional video on Bissell's website to be sure that you want to deal with the simple process. If you're handy with a Phillips-head screwdriver, you should be fine.
